It does use the browser's local storage — which, unlike cookies, is not automatically sent to any server and stays only in your browser — for two purposes: (1) remembering your choice on the language suggestion banner (key: fentex-locale-choice), and (2) recording the time of your last form submission to prevent repeated submissions (key: fentex-contact-last).
